Intergrated ballast means that compact flourescent lamp (CFL) where base is simply screw on like normal lightbulb. Non integrated means.. those PLC or PLS tube that has a plug base that requires an external ballast.

I find that external ballast type .. the ballast may produce a humming sound, especially when used in a dual tube housing. Also.. if ballast spoil, difficult to change cos.. need to dig out whole lamp from false ceiling. Thus.. I prefer CFL, which also has higher watt output.
Normal ballast can buy from Home Fix stores. But the best is to get those electronic ballast from Sim Lim Tower upper floors. Electronic ballast offers instant start, but cost like 4 times more. Operates cooler and suppose to improve lamp life. Also does not require a starter.
I changed my old magnetic ballast to e-ballast for my bedroom light. magnetic ballast after a long while will give buzzing sound, very irritating, so I DIY-ed an e-ballast substitution. End result: instant light on, no flicker on, no need starter replacement (cuz no need start at all), much cooler ballast.
